Responsible Employee Obligations & Reporting

Often employees are the first to hear about behaviors that may violate the Policy Against Discrimination, Harassment and Related Interpersonal Violence. Responsible employees must report any disclosure of sexual assault, intimate partner violence, or stalking involving students to OIE no matter when or where the incident occurred. 

Starting on August 1, 2024, Responsible employees must report to OIE disclosures of sex-based discrimination or harassment occurring in UConn's programs or activities involving employees, students, and/or third parties.

By reporting Sexual Assault, Intimate Partner Violence, Stalking, and Sex-based discrimination and harassment to the Office of Institutional Equity, Responsible Employees ensure that impacted community members receive timely and accurate information about support resources and investigative options. But for exceedingly rare instances, the university will not pursue an investigation without the consent and participation of the impacted party.

What is a "Responsible Employee"?

If you work at UConn or UConn Health, it is very likely you are a Responsible Employee (also commonly referred to as "mandatory reporters"). The vast majority of UConn employees - including but not limited to: faculty, staff, Graduate Assistants, Resident Assistants, and certain categories of student employees - are designated as Responsible Employees. Exceptions are limited to Confidential and Designated Confidential Employees. Confidential Employees will not share the information with anyone (unless someone is in imminent risk of serious harm or a minor) and includes medical care providers, mental health care providers, and the Employee Assistance Program. Designated Confidential Employees will only report the information shared with them to the University if the student and/or employee requests that the information be shared (unless someone is in imminent risk of serious harm or a minor) and includes cultural center staff, Ombuds, and professional staff in the Office for Diversity and Inclusion.

The University has designated Responsible Employees to ensure that impacted students receive timely and accurate information about support resources and reporting options, should they wish to pursue those avenues. Responsible Employee reporting helps inform the University of incidents effecting our students on and off campus which allows the University to track patterns, respond to trends, and formulate appropriate campus-wide responses withe the goal of making the campus a more safe, equitable, and inclusive environment.

What to Report

Responsible Employees are required to immediately report to the Office of Institutional Equity all relevant details (obtained directly or indirectly) about an incident of Sexual Assault, Intimate Partner Violence and/or Stalking that involves any Student as a Complainant, Respondent, and/or witness, including dates, times, locations, and names of the people involved.

Responsible employees must also report to OIE disclosures of sex-based discrimination or harassment occurring in UConn's programs or activities involving employees, students, and/or third parties.

How to Report

Reports from Responsible Employees can be made to OIE by filling out the OIE Reporting form, calling 860-486-2943, or emailing equity@uconn.edu.

 

Response Steps and Tips

Step 1: Care

  • Practice empathetic listening
  • Let the student set the pace and tone of the conversation
  • Withhold judgment and remain aware of your biases or assumptions

 

Step 2: Inform

  • Remind the student of your reporting responsibilities at an appropriate time
  • Explain the purpose of your reporting obligations
  • Inform the student that they may receive outreach from a University administrator regarding resources and reporting options

  • Promptly notify OIE via phone, email, or online form which can be found in the information above
  • Be prepared to share all details known to you including: names, dates, and location
